After realigning administrative functions to deliver a fully integrated, student-centered enrollment experience and to expand program and service delivery, Onondaga was ready to proceed with strategic enrollment management. A first priority was to attract and retain students by differentiating OCC from competitors in central New York’s crowded postsecondary education market. A number of options were considered, among them an on-campus housing option to attract out-of-area students and to stem the outflow of students from the college’s service area. An infrastructure change was required for the campus housing option—a step accomplished by establishing two not-for-profit affiliate corporations adjunct to the OCC Foundation: the Onondaga Community College Housing Development Corporation and the Onondaga Community College Association. These new entities established goals and targeted outcomes aligned with the college’s strategic goals and outcomes. As nonprofit organizations, both began building assets that could be invested in high-priority projects in subsequent years.

In 2006, the college opened its first on-campus, apartment-style residence halls, which have operated at full capacity each fall, serving a total of 585 residential students. The launch of student housing directly addressed research that showed that students in Onondaga County were leaving the region to attend colleges that provided a “full college experience.” On-campus housing also supported regional efforts to encourage more young people to remain in Central New York after graduating from high school, thereby stemming the “brain drain.”

Taken together, the improvement in OCC’s image; the rollout of new delivery modes; the redesign of the recruitment, admissions, and enrollment processes; and the physical renewal and expansion of campus facilities helped to reverse enrollment decline and positioned the college to respond to the dramatic growth in demand that most colleges faced as the recession of 2008 hit. By 2007, Onondaga was recognized as one of the fastest growing community colleges in the nation by Community College Week and the fastest growing college in the sixty-four-campus State University of New York system. By 2011, Onondaga had experienced a 61 percent increase in enrollment over a ten-year period, making the college one of the fastest-growing community colleges in the nation.[6]
